Overwhelmingly they tend to fall into two categories: 
(1) Pre-wired for the incumbent/favored contractor.

 (2) Almost incomprehensible and dull of contradictory requirements because the agency has little understanding of the services they are buying (which is why they are outsourcing in the first place).</description>
