Residents enpowered:
NUTRIA, fur for stimulus
and cold winter's night.

More seriously, this "elevator pitch" is being used increasingly by private foundations. Ford and John S. and James L. Knight are the two using it the most. In Knight's case they are taking "ideas" from anyone...organizations, individuals, for profits. For one call in Miami they received 1,700+ online ideas, took in 74 full proposals, and funded 32 projects. Seems to be a way for funders to brag about a lot of submissions and save themselves from a landsilde of full proposals. One of the lessons from Miami; projects are having a rough time finding the required direct match.
